As a result of HE accepting the concept only the CSNP was invited to develop an extra policy framework on the clustering of the ministries and formation of the cabinet. The main purpose of the workshops held at Sri Lanka Foundation Institute, on the 7th August 2015 was to have an in-depth consultation and to develop a guideline on Formation of the New Cabinet as requested by the Head of State. Former Secretaries of Ministries, serving Civil Servants, retired civil servants, Academia, civil society and interested citizens were also involved in developing this document, through participatory workshops..
The final publication was circulated widely to guide the formation of the next Cabinet and setting up of Ministries on a logical basis. As a response to a request made during the implementation of the programme, parallel to the country having a General Election and prior to appointing a new Cabinet of Ministers, a sound framework for clustering Ministries was also developed as a publication.
